Where can I find free game downloads for Windows? I just want classic arcade-like games. Card games, pool, Scrabble, Pacman, etc...And I don't want demos!

Download a p2p program like Limewire there you should be able to find a large selection of games. you can also download a emulator which is a program that emulate old game systems like the atari or the NES then you can download roms(games for the emulator) on Limewire or the net.

The best way is to get a p2p called cabos. It downloads from the same networks as limewire but doesn't come with spy/adware already installed in it. Secondly, get Avast antivirus and check every file once they've downloaded fully, sometimes it detects viruses as it's downloading and you can easily get rid of them and destroy the file at the same time. Thirdly, get alzip. It's free and knows just about every file format. It even unzips iso files without the need to burn them to cd/dvd. Enjoy!
