Flexible, like the United States Constitution. However, there must be a rigid system to the flexibility. The flexibility can not be left up to the interpretation of a judge. Thankfully, the US has just such a system. Any changes must be ratified by the population. Unfortunately, that part is usually ignored, and a judge just makes it up. The system only works if people use it and enforce it.

People in the USA don't know what it would be like to live in a country with a flexible constitution. The President would decide what was legal and do what ever he wanted to do.
