I have always interpreted this dance differently. I thought that the lyrics "That's what it's all about" were referring to the instructions the singers were giving that direct the dancer. I'd never thought about it as That's what it's ALL about. HMMM...
In either case, I MUST go with Yes since
It's definitely what the dance is all about.
As for what it's ALL about? Sure why not? Some people think it's all about money or fame or themselves. I think that It being ALL about the hokey pokey is a refreshing alternative:)

To ADS, you have seem to have missed exercise hour at the senior citizen centers of America where the hokey pokey and funky chicken make a return to our lives (fortunately duck duck goose and the game of twister are specifically avoided).
