Well, if you're too young to correctly spell "think","is", or "tattoo", I'd refrain from getting a tattoo. However, I think there's nothing intrinsically wrong with getting body art. Wait until you're of legal age; then wait two or three more years. If you still have a message that requires ink and skin, have it put upon you.
I'm an English teacher who happens to have a rather large tattoo on my arm, and I've frequently received flak from my compatriots in the intellectual set. If you examine history, though, you'll find that body art is a very old tradition. Most of the people against it are heavily influenced by the Bible's effort to stamp out tattooing. The reasoning of early Christians and orthodox Jews to forbid tattooing was probably nothing more than a reaction to the fact that the majority of people with body art happened to be pagans.
So, to bring myself to a point, ignore those who will come in here and level you with semi-witty anti-tattoo rants.

There's not a perfect age, but let me tell you, you should have a few years under your belt. A lot of 18 yr olds who get a tattoo later realize how dated that piece will look(especially if it's something related to pop culture). I think about 90s tattoos...a lot of tribal designs(it was a dark era for tattooing). I waited until 33 and then I got 2 tattoos in a period of 3 months. I'd get more, but it's expensive!
Wait until you're ready and use your own idea with the artist's help. Don't pick a tattoo off the flash wall. I'd also say wait until you've got the cash to get a decent size piece of work. Don't get an itsy bitsy tattoo because you've only got "x amount of $$$". Shop around and find the best artist you can for what you want to do. Above all, no names and no languages you can't read(Chinese/Japanese characters, sanskrit, etc.). You'll end up getting gibberish on your body(especially if the artist is not a native speaker).

What do I think? Well that depends on you, If your 17 and younger forget it. A good tattoo artist will turn you down instantly. Do to the reason is, If they get caught tattooing kids 17 and younger it could be jail time, hefty fines and a loss of a business. that's not worth the sacrifice. And they'll turn you down flat. But if you still want one and underage try temporary or airbrush tattoos. Some tattoo parlors do airbrush tattoo's mostly during the time of proms

As long as it's meaningful and that you know that you won't regret getting it. 18 is the age you can get it on your own....but you have to get it for a reason. Not just to get it....then later on thinking I shouldn't have got it. I guess 21....but if you won't like it 10 years from now....don't get it. Plus everybody is getting tattoos now-a-days so be original if you get one. It's painful and permanent...so think about it. The pain isn't what you should be thinking about.....it's if it's worth it....will you regret it...and if you really want it. So if you know....the age is something you shouldn't worry about.

The perfect age is when you can pay for it yourself have insurance in case it gets infected and are aware totally that it is very expensive to remove. Also that you are of legal age.

I must admit I keep thinking about all these women who in 50 years will have these odd tattoos on their old wrinkled bodies. My Grandad had one of a mermaid on his chest .
