You can disable it via "System Properties" in Control Panel ... but that won't delete past restore points.

You should reformat the hard drive if you feel there is data to protect.
That wouldn't stop the FBI from retrieving data but unless you are selling it to them I wouldn't go further than that.

If you are about to sell the PC, I assume that you are wanting to disable the system restore to keep the new owner from getting your personal data. Unfortunately just disabling the restore will not do that. There are dozens of other ways to get the information back

You need to format the hard drive of the computer (which will wipe all your personal data off it) and then reinstall Windows to overwrite the drive. After that there will be no way to restore anything.
