When Someone Underclock's a Processor and than put's it in another computer does it save the last speed it was set to such as taking a 2000ghz and droping it down to 1.5ghz?

No, that is controlled by the BIOS. The processor will start up at its standard operational speed but the BIOS can either run it faster or run it slower than spec. Why would you WANT to underclock it in the first place. I overclock them (but only with proper cooling).

i dont think so, its a processor, it doesnt have any memory, that info is stored in your systems memory i believe, best way to be sure is to check the speed after u switch
