Sounds like the thermostat is stuck open and needs to be replaced.Usually when the thermostat is stuck open the engine temperture doesn't reach normal operating temperature and causes the engine to run too cool resulting in no or poor heat. If you have a temperture gauge and it shows that the engine is at operating temperature and you still don't have good heat,you either have a restricted heater core or the blend door under the dash is stuck open.Even if the blend door is only stuck open a little bit,it will make a difference in the heat.If you suspect the heater core, it's best to try flushing the cooling system first and if that doesn't help,replace the heater core.

If it takes 15-20 minutes to warm up at idle @ -10, it's normal for a chevy. Replacing thermostat may help but don't expect any miracles. If it takes that long while driving at modest temperature, new thermostat will help.

You can put a piece of cardboard in front of the radiator in winter.
Cover no more than half of it.
This will help it run warmer.
You could also check the cooling system to make sure the heater core is not partially blocked.
Maybe flush and refill the cooling system with fresh coolant if it has been a while since this has been done.
buying flush and antifreeze is much cheaper than replacing a rusted leaky radiator.

Try checking 1. The anti-freeze condition, level, mixture..2.The thermostat.. 3.condition of radiator hoses & heater hoses 4. Water pump for proper flow rate.. 5.Heater hose valves( mechanical and / or vacuum type and their cables and / or vacuum hoses..6. Obstructions of ANY kind to the inlet air duct(s), leaves, paper, MOUSE NESTS..7. Obstructions to outlet ducts(same as 6.) 8. Duct valves: are they working / closing / opening properly? Check their control cables / linkage / vacuum motors / vacuum hoses 9. Blower motor & speed control switch.. Most likely problem..#2 or #6

Probably the thermostat is stuck open. Temporary fix is put a piece of cardboard in front of the radiator.

Check engine coolant level,also could be the thermostat in engine is stuck open,heater controls not working correctly

check the coolant, make sure its full, if it is i would probably lean towards the thermostat. and dont turn the fan to full blast till the guage says close to operating temp.
