Go to FoodNetwork.com they have a show called "UNWRAPPED" it should be on the drop down list of t.v. shows on the website. I actually saw the episode, and they go through all the details (I'm not gonna spill the beans). It is really amazing how they make those things, and the show is really good.

Cookies are made from dough. The dough is left flat, the paper is put in and then the dough is formed around the paper when the cookie is uncooked.

Fortune cookies are fried not baked, so like closed pita breads, the cookie can be deep fried with the paper inside or baked.

Fortune cookies in the raw are suare like wonton wraps, the fortune is placed in the middle of the wrap and then it's folded up to form the fortune cookie. It's then baked quickly and ready to eat.
