It may just be "frisky" behavior. You will need to look at them closely to see if you can determine if they have a parasite. If they have a parasite, what they're doing is called "flashing." They flash when they are trying to scrape off some sort of parasite that has attached itself to the fish's body such as ich, which appears as little white spots. It also could be fish lice, anchor worm, body and/or gill flukes, trichodina or velvet. Here is a link that describes these various diseases. You need to take a close look at your fish to see what is on your fish and then treat them accordingly. The second link is for a treatment called Parasite Clear. You can get it at PetSmart and it is an all-round treatment for all parasites and does not require that you raise the temperature of the water. Good luck to you and your fishies!

Did you just put the fish in the tank? If so he may be stressed out from being moves give him a day or two and he'll be better. If not it may be ich.

It could have the beginnings of Ich. If little white spots appear on it go get ich relief from the pet store. Methaline blue works but could be harmful to plant life in there.

Most likely he is fine. You don't say what kind of fish it is, but that is common behavior for many species.
