I want to specifically know with a link if possible, what authority the United Nations has in regards to human rights and another nation. For example, should one nation disregard human rights what can the United Nations really do? What rights does the United Nation have to interfere?

The UN only has the authority granted to it by treaty. Any treaty is only binding on the countries that signed it. Few countries actually sign treaties they plan on violating. Even if the UN does have authority in a given situation, they have no means of enforcing anything. They can vote to impose sanctions, but rarely even try to enforce them. Ultimately, the only way to FORCE any country to do anything is though MILITARY force. The UN has no population from which to raise a military. Therefore, they can only ask others to act on their behalf.

I don't know that there has ever been an attack solely for human rights violations, however.

Don't get me started on the United Nations. I think we could put the office space in NY to much better use.
