What is the best or easy software to create a webpage for my small business? I would need 3-4 pages with the ability to have customers log in or request for appointments.

VeryVIP is a good one and should do what you want. You can create a form with which people could choose their day and time and submit the form to you via email.
The prices are $19.95 per month or $29.95 per month if you want blogging and newsletter capability. No set up fee.
Very easy to use.
