Explorer is messed up pretty good i'd say.
Since you have access to another computer you could downlaod Netscape onto disk or USB drive. Then install it on your other computer so you dont have to use explorer.

This is not a fix for your problem but definately a work-around.
You could also go to Microsofts website and download Internet Explorer 6 to disk and try reinstallign it on your PC :)

If you uninstalll internet explorer and try to use an older version again afterwards you can't you can't reinstall it because it will say "A newer or this version of internet explorer is already installed on this computer". You have to remove certain files from the ie directory as some sites direct to downgrade internet explorer or otherwise you end up with serious defects like tab errors and other crap. It is impossible that i've found to get it working again the only way is by reinstalling windows or using a restore point before the update was initiated.

Ok, to get to your Internet Options go to Start->Control Panel->Internet Options and clear your cookies, disable add-ons and if that doesn't work, un-install IE and restart then you will be back to the older version and if that doesn't work, use a different web browser such as Firefox here http://www.mozilla.com/en-US/firefox/

That's not surprising from ie. Get firefox it rules. have you tried to access internet options from the control panel. Also try running your anti spyware many times that will help to eliminate some cookies

Could be a virus. Hope you have a good virus scan. If you do, update and run it. Hope you didn't download IE7. That's been throwing everything off.
If that's not the problem, maybe you could do a system restore back to the date before this problem started.
Click on Start-> All Programs. Go to Accessories->System Tools-> System Restore. Pick a date before this problem started.

Sounds like you might have a virus or spyware issues. If you have a virus scanner run it. Go to www.download.com on your laptop and search for adaware. Save it to a thumb drive or burn it to cd and load it on to you desktop pc and run it, that should remove most of the spyware.

Try getting rid of some useless add-ons.I had problems too and once I went through my add ons and discovered how many I really did not need I disabled them.

I would recommend you try one of three things...
if you need IE the best fix is to reformat your pc.
Othwise try Firefox @ http://www.compcentral.net/downloads.php?UID=1
Otherwise try Opera @ http://www.compcentral.net/downloads.php?UID=19
