you need more info. strangers can become friends. and strangers r everywhere but don't just go up to a complete stranger, if you attend a church/ school go up to somebody you don't know and introduce yourself, talk about your surrounding like the weather or if you attend the same school, a teacher, if your friendships grows you can talk about more serious things, just don't talk about very serious things at first!

Join the club you're interested in Japan. You can be a permanent resident in Japan too.
Well, if you're still young, you have more chances to find Japanese friends. Like me I met all my Japanese friends after I joined the youth exchange program. You can join the youth exchange, either under lions club or rotary club. By joining this program, you can choose to host a Japanese friend, visit their country or both.

I've mentioned this before, I met my wife (Japanese) in FT.Lauderdale Florida. She was behind me in line at the Supermarket. At the time I had no intrest in Japan or Japanese women. Strange now that I live here. She was in the States studying english. I guess my point is stop trying or looking thats when things happen. If your looking to meet a certain kind of person when you meet that person you will come off as fake because you want so much to impress them.

Meet them on the net first. There are lots of penpal sites. Just search in Yahoo. Some of people I met through the net became my real good friends. Japanese people are so cool!
