How do I get him to come home? Is there a cheat code to get him to come back?

No Cheat But You Can Move your sims and Hell be right with yuh or you can do hard way go on faimly and wait and soon a stray or a dog already adopted will come walkin on the sidewalk.if you see a dog with a collar quickly tell your sims to read it and your dogs will be at home sweet home :D!

Did you put a collar on it?
If so, you can call the police or whatever it is and tell them you lost your dog.
The police will then search for it and bring it back, usually because of the collar.
If not, then you have to hope that it comes back, call the police and still see if they can find it, though chances are low.
And if you do see it out in your yard as a stray, quickly get to it and take it back in.
TO stop this in the future, I would suggest my strategy.
After you have your house set up, build a fence all the way around your property and connect it to your house. If you want, place a gate, but make sure there are no gaps. Then, as your sim, click on ALL doors that are ahead of the fence's range and tell it to "Disallow Pets" This will stop all and any pets from going through the door. BUt make sure to have a back door so your dog will be able to go outside to pee.
Do this also with any gates on your fence.
