I believe that once you are an adult the only access to a juvenile record is if there is a subsequent crime committed. Just keep your nose out of trouble.

Only the Court. Usually an entity will have to go before the Court to ask for it to be released.

Judge's, Children's Protective Services, Law Enforcement, and other organizations where it would be condusive to knowing the past of a person, even when they were juveniles.
