You need footings wherever you build a house. Generally the size of the footings would be 16 inches wide X 18 inches deep with 2 #4 Rebars through them. This is to hold the weight of the walls and roof. If you don't do this, then you risk the edges of the foundation cracking. Hope this helps. Check with your local building department.

Yes you need footings below the frost line. The local building dept will require it. It is still possible to use a slab foundation, but you will need to have a trench around the outer edge of the slab. In Minn this is typicaly 42 inch deep. Get approval from the building inspector for proper depth. It often is more practical to build on a poured wall or block foundation that is sitting on a footing at proper depth.

It depends on the codes in your city, county, and state. Most of the time when building a house we like to get the footer below the frost level. This is where the soil is stable and won't swell or contract causing for a lot of settling and cracking of the house. A floating concrete slab is really only meant for floors that wouldn't bare too much of a load like a garage, shed, or pole barn. Here we don't care too much about cracking or settling. Floating slab is only popular in FL and other warm climates due to no frost and constant stable soils.

yes you need a footer and why build a house without the added space of a full basement. i would have them lay up 12 courses of 10 inch block. pour a nice floor and you wont be disappointed
