Alertness and situational awareness.
Awareness of the limits of the vehicle and staying well clear of them (except for racing drivers, who should get as close as possible to the limits without exceeding them...only while racing)
Awareness of the dimensions of your vehicle, where the car ends, where the tires are (enabling you to weave through potholes without hitting them for example, and to park well).
Being able to sense what the car is doing at all times. Knowing what problems with the engine and suspension sound like. Knowing how your brakes should feel. Being able to feel when wheels are slipping, which wheels are slipping, and how badly. (Less important with modern stability control systems, but still useful)
Having a light touch on the brakes and gas.
Consideration for other drivers.
Obeying all traffic laws which actually have an impact on safety. (Some speed limits do not...some do however, see situational awareness)
Patience.
And most important: Never, EVER panicking.

a good driver is one the pays attention to the ones around them
and uses common sense while negotiating the roads that they travel. also uses their turn signals, doesn't follow to closely,
pulls to the side of the road (safely) when they get a call on the cell phone, the list could go on but the main thing is to use common sense.

10 or more years of experience. I am a good driver because I never exceed the maximum speed limit by more than 5MPH, never follow too close, and I always allow enough time to reach my destination 20 to 30 minutes early. I never have to hurry.
I don't get tickets or wrecks as a result.
