it may be the quality of make up you are using....but generally speaking if you use a foundation on your eyelids and put your eyeshadow on top i find it lasts the whole day...i only need to reapply lippy

If you don't want to buy anything new you'll have to re apply makeup quite often. It's obvious what you're wearing isn't working for you. There are no miracles for oily skin. About the hair it's pretty much the same. You should invest in a good heat tamer spray and hairspray. A primer and a blot powder wouldn't be a bad idea either.

Well, there are a lot of options.
1. You could apply translucent powder (Bare Minerals)
2. Try a product that guarantee's all day (Lancome/Revlon/prolly Loreal as well)
3. Model in a Bottle (www.modelinabottle.com)
I would not reccomend reapplying your makeup because it'll just be layers of makeup and won't look too good. You could also try a tinted light foundation that you can reapply which won't look like you have too much makeup on after you apply it more than once.

Read my answer about make-up application for the question "Date Make-up and Hair?" It is too long to re-type, lol! I think I was writing a book! If that doesn't help, I am guessing the problem is oily skin? If so there is a product called "Personalizer" it's a greenish powder that can be used under or over your foundation (or both). It absolutely WILL keep your make-up on.

What type of makeup do you use?
Is it the right kind for your skin type?
I use Mac, for free they will match you to the right formula(most companies will). Do not keep reapplying, you will end up caked or worse with clogged pores. A good one to try MAC Studio fix, its a compact that is dry use as powder or wet sponge for foundation

i use estee lauder powder foundation. the kind you can wet the sponge and have a better coverage. it stays on all day and looks fresh after long hours of work (14 hour shift). i wet the sponge and apply. you can also use this to apply over your favorite foundation. it cost around 35.00 but it last a very long time. it is worth it.
you may be touching or propping your hands to your face unknowingly throughout the day.

Reapplying is great but who really wants to? there are a couple of products I absolutely love using....Physicians Formula Mineral Powder foundation...and Revlon's all day long lipstick (cant remember name of it and it is in my purse in another car :P ) but the lipstick lasts and lasts...and the powder..I had really good luck with it :D the other items arent toterrible to find that last (i.e. mascara, eye liner-liquid stays better) eye shadow is still a mystery to me tho...hmmm but on thing in your purse is better than a whole arsenal

The secret is loose powder. Fluff it all over to set the makeup then remove the excess with a big thick brush.

u dont need a technique, you need new makeup. i use maybelline a lot and even though its a drug store brand, i find that their eyeshadows are just amazing. i use other more expensive brands like stila and such but i find that nothing compares to maybelline's staying power. i wore maybelline on one of the hottest days in the summer and everyone including myself was shocked to find that there was no crease or fading in my eyeshadow. not even a little!

You may have to check to see if you had too much facial hair. That may be the thing that is keeping the foundation away from your face.
