Cut the subsidies to companies that use government money to advertize overseas.
Cut the tax give aways to the oil industries and other corporations that pay virtually no taxes and get billions back in refunds every year: AT&T, Disney, G.E, Halliburton, etc.
Bring the tax rate for the richest 3% in the country back up to what it was in the 1950's.
Cut the funding for 2 stealth bombers and that would fund all our schools in the country with more than they need for the next 2 years.
Stop wasting money on military 'toys' that are not not needed in this brave new world of global terrorism.
That's just a beginning.

Unfortunately, we have seem to have a backwards process at the Federal Government. "We" basically spend on the things we think we need, and then figure out how to pay for it, instead of seeing how much money we are going to raise, then spend based on those projections.
Other than what has already been mentioned, I would...
1. Change welfare to workfare.
2. Institute a 3% across the board cuts in all federal programs.
3. Eliminate agencies such as the Department of Education, since the Constitution places education is an area should be controlled by States.
4. Try to sell some of our federal property to help pay off the deficit.
5. Pass a balanced budget amendment, which can only be overriden by a 2/3 majority of Congress, and in a time of a defined emergency.
There are probably a bunch of other little things that would add up over time, but that would be a start.

Corporate welfare, pork barrel projects and since people love to say this is a capitalistic society any subsidiaries or tax incentives for business. If we want to be capitalists, let's be true capitalists, business either makes it or fails. No child left behind. All no bid contracts for government work. The defense budget, let's get rid of the five hundred dollar hammers. Most importantly, the salaries of the rich elected officials in Washington and we vote on whether or not they get pay raises.

I'd cut elected officials' salaries and make their constituency "vote" on whether or not they deserved a raise every couple of years. Then I'd take the money and put it into the schools.

all world travel for Congess; have necessary foreign officials travel here; go only if they refuse
cut Defense, repair our infrastructure
