Gas tanks are sealed, The pump/ sending unit may have a bad gasket or the gas cap is leaking. you can't really over fill it unless you run it out the filler tube. then on the GA there is a drain hole and that goes to under the vehicle. You might see if that is where the leak is coming from.
Worst case scenario is that some how the tank as ruptured or has a hole in it.
Does it leak a lot. If so look at getting a new tank, Salvage yards have them cheap

if it was a hole in the bottom of the tank, it would leak all of the time.
most likely cause of leak is loose connection on the rubber hose between the tank and fill opening. gas is running down the tube, along side of tank, and dripping off bottom.
when tank is full, gas level in tank is high and surges up the fill tube during stops and starts.

here is an answer to your problem. FUEL FILTER needs replacement. you will need 2 wrenches, a 3/4 inch wrench and a 15 or 16 mm wrench. you will need to jack up the car, remove the gas cap to release the gas pressure. If working in your garage, keep the garage door open, wear safety glasses/goggles.
You will need to disconnect, both fuel lines from the fuel filter, remove the bracket, 8mm socket-3/8 drive with an extension, you will need. The fuel fiter, sitts in this bracket, remove the old one, replace with the new one. REMEBER, have the flow arrow pointing towards the engine when re- installing the new fuel filter. Hook up both fuel lines, thighten them up, close the filler cap, drop the car and start.
your fuel milage will improve sufficientlly, and most of all, you won't be able to catch fire, while driving. Cange the fuel filter.

If it's leaking while in motion but not when your parked it' most likely the seal on top of the sending unit.
