Pinocchio.

A monster is a being without a soul and/or conscience. The Frankenstein creature (the doctor's name was Frankenstein, not the creature) wasn't a monster because he had a conscience if not a soul. It was because of this conscience that he felt tortured and remorse. Pinocchio, however, had neither a soul or conscience. In the original French version of the tale, he was given a cricket to act as his conscience, which he shortly thereafter squashed under his foot. At the end of the tale, the villagers hunted Pinocchio down and destroyed him for all of the crimes he committed. The tale was considered too dark and was later revised to give a nicer ending, but in the original Pinocchio was the very definition of a monster.

I'd say Frankenstein's monster, with Dracula in a close second.
