Doubtful, but it depends upon what you mean by "use". The brain is like the interchange of millions of highways (neurons), with entry and exit ramps, etc. Like any highway, if you used 100% of all the roadway at once, there would be gridlock and nothing could move. Or like if everyone in the world tried to phone or email the same person at the same time.
But we can use more. Start by using the lesser-used hemisphere, which is usually the right hemisphere. An exercise in this is doodling with colored ink, instead of standard black or blue. Also, notice the space around you, as well as the individual people and objects in the space. Try to spread your attention as far around as you can. And avoid daydreaming and talking to yourself. these are wastes of brain space.

No. Apparently we only use about 5-10 %. They say that those of us who have "special" abilities like psychic abilities and telepathy etc are able to use more of the brain. But we average people only use a little bit!

No, most of it is dormant as a part of the evolution process. We only use about 13% max. of our brain capacity. Perhaps higher if you have physic abilities.

We may be able to, but we don't. We do use significantly more than the 10% it was believed we used at one time.
