Beg, borrow or steal a long drill bit. Your local Harley Davidson dealer should have one, since this is a common trick for them to do, also. Take out the muffler and insert the drill bit into the open ends, drilling through the internal baffles. A few small holes (1/2 inch diameter) should get it sounding better, without making it TOO loud, and without losing ALL your back pressure.

DO NOT MAKE HOLES IN THE EXTERNAL CASING! Your muffler will rust very quickly, and the sound is terrible - a sort of hissing/whistling sound. Also, holes in the internal baffles can't be seen from outside, so inspections won't find anything wrong unless you overdo it and make it too loud.

Good luck, mate.

You could always drill a few small holes in front of the muffler (of course, the car wouldn't pass your State Inspection next time!).

That's easy -- get closer to it! Each halving of distance between your ear and the exhaust pipe will result in a 6dB increase in volume. 10dB = twice the perceived sound level.

If you are looking to save money, don't modify your exhaust because the tickets do get expensive.
