Well, it depends if they have a lot of school work. Then, trust me, they will get really annoyed it they have to wait for three hours to use dad's laptop...
A laptop is a lasting investment.
MAKE THEM PAY A BIT OF THE PRICE OUT OF THEIR POCKET MONEY (if not all). PREFERABLY ALL THEY HAVE. (no, seriously.) THIS SHOULD EMBED RESPOSIBILITY INTO THEM, WHICH IS A GOOD QUALITY FOR THE FUTURE.
About porn - Most kids don't really like that sorta stuff. If you still don't trust your child, there are still parental control options. Plus, in some countries, they AUTOMATICALLY block websites. Like the UAE.
You don't need to get an awesome one; a fairly good one will do.
As long it has this stuff (or better)-
Intel Core 2 Duo 2.0 GHz/ (or if you wait a bit) Intel Penryn 2.0 GHz
80 - 120 GB HDD.
1 GB RAM (you'll need it for Vista. Plus good for gaming).

Yes, why not very educational, you can put the content exposure on then he wont look as stuff he shouldnt, and also limit the use he is on it, as he has lots of playing out and reading and writing ect to do also. Id say no more that 1 hour a day for now.My 4 year olds are super on the computer.

I can see no possible reason why they should not. They take up less space, my 3 year old uses mine all the time. As long as they know how to take care of it, sure. Although they are a little more expensive then a desktop, but they are good for students of any kind. They can take it to the library and everything else!

Should they? Not really. Do they? Some do. I'm a 16 year old hghschool student, and find my laptop to be quite helpful in taking notes, rather than writing them.

most kids these days are very computer literate, and If they can handle those complicated AND expensive video game systems, I think they can handle a laptop. You can always install the parental controls to ensure they aren't doing anything on there you wouldn't approve of.

Why not? It's no different than them having a desk top....just more convenient. They can do their work at the kitchen table, family room area. You can keep a really good watch on them. Which is what you need to do when you have children on the internet.

sure. if you get them a good one it might last a while before you need to replace it. If you get a good graphics card in it, then it will be useful for at least a few more years than one with a poor graphics card.
A poor one might be out of date already, but a good one will be useful for at least 3-4 years.
Just make sure they use mozilla firefox instead of internet explorer so that it doesnt get viruses.

This dependes what are they using it for and are the smart enough to keep it matained and working and in check
