Fire Fighters are first responders who give first aid at car accidents, heart attacks, fires, and such until it is determined that an ambulance is required to transport a person and until the ambulance arrives.
More events requiring the assistance of first responders, whether they be cops, paramedics, or fire fighters, happen while the weather is poor. Thus fire fighters are more active during/according to the probability of such events happening.

More than likely, if this is true, they're responding to traffic accidents, downed power lines, or fires resulting from lightning strikes.
However, I don't know where you live, but I see fire engines every day, rain or shine.
