More events requiring the assistance of first responders, whether they be cops, paramedics, or fire fighters, happen while the weather is poor. Thus fire fighters are more active during/according to the probability of such events happening.

More than likely, if this is true, they're responding to traffic accidents, downed power lines, or fires resulting from lightning strikes.
However, I don't know where you live, but I see fire engines every day, rain or shine.

I know your question is incorrect.Because i live very close to a fire station and see fire engines out sirens blasting all weathers.
