The http://whatismyipaddress.com/ website will give the ip address that your ISP uses, not the ip address of your computer. In many work settings these are the same, but in most home settings, you have a local nonroutable address (generally something like 192.168.0.4).

To get this address, go to Start -> programs -> Accessories -> Command Prompt, then in that window type "ipconfig" and press Enter.

(If you want to change this, you can get in through Network Connections in the Settings in the Start menu, but I don't recommend this unless you know what you're doing -- changing things will generally disable your network connection.)
