Can a Gpa of 3.3 get me into UT or Texas Tech?

With this Gpa and a 30 on my ACT, do I stand a chance?

Unless a 3.3 is top 10% of your class, not a chance for UT. Not sure about Texas Tech, but it doesn't sound too good.
