The next time that you report an offense to the police: tell them that you want to fill-out a complaint. You should know that you can be sued (and jailed) for providing 'bogus' information. In America, we have additional investigative services which provide oversight of the police department and administration. Here, if we're not satisfied then we speak to an attorney. Attorneys are experts in 'the best alternative.' Call an attorney, or go to the police department and ask a cop--"why?"

You can sue anyone you want. It doesn't mean you have a valid case. That will depend on the details of the incident. And good luck finding a lawyer to take the case - they will only take on someone like a police department if you have a lot of evidence of wrong-doing by the police. If it's simply your word against theirs, no lawyer will touch the case.

You can, but don't look to win a judgement though. If you call them to check into, say, your neighbors who are argueing, and at that time, and officer has been shot, most likely, no one will show up for that call.
You will never be able to prove that they purposely did not show up to your call. Very easily, they will be able to funrish proof that all officers were busy at the time of the call, and by the time they got around to it, there was nothing to see.

I really don't think the police have any obligation to check into one hotel or the other. If you tell them to check into a Hilton, and they check into a Marriot instead, I'd say you really don't have a case.
