Why does the underneath of my foreskin sometimes looks sore and itch like mad. Is ther anything I can do to stop this. When I asked my doctor (female) she told me I was disgusting and to leave the surgery

First off, your question makes almost no sense. But, it would seem to be an allergic reaction, or poor hygene. You say you have been circumcised, and it grew back, but that is hard to believe. Some questions to ask yourself would be:
1. Do you bathe regularly?
Poor hygene could lead to an irritated and/or itchy foreskin.
2. What type of soap, if any, do you use when you clean your penis?
Perhaps it could be the deodorizers in the soap causing an allergic reaction to this area. This area of your body is the most sensitve, so it can be irritated easily. Maybe you should try washing your penis with only water for a while and see if this helps.
Honestly, most people, including people who answer these types of questions, have no idea what it is really like to have a foreskin, and it is obvious with their answers. The truth is, water is really all that is necessary to properly clean under the foreskin, as most soaps on the market today leave residues behind on the skin, which is why you can still smell the soap on yourself even after drying off. These residues tend to cause irritations to sensitive skin, and with this skin being so sensitive, this is not a good idea.
I wash my foreskin only with water, daily, with no smell or irritations to report. Give it a try and see what happens. My guess is that this should cure your problem.

Your foreskin grew back?! That's pretty much impossible, completely on it's own anyway. If you had a short foreskin to begin with, and the circumcision didn't take enough away, it's possible that it seems that some grew back . . .
As for the soreness and itching under the "foreskin," that might be due to improper hygiene. Just pull it back and wash it once a day with water and mild soap during a shower like any other part of your body. If this doesn't take care of it, it might be a yeast infection. See your doctor again for that, but there are probably some over-the-counter anti-fungal creams and such you can try.

Do u masterbate lot's and perhaps a little too hard? Cuz that can do it (if your dry you can cause minute tearing in the skin which becomes painful when water or anything passes over it, or salt from sweat rubs into it).
Get checked out for STD's to be safe.
Your story about the doctor does seem a little off... Either you said it like you were cracking on to her "Hi Doc, I've got an itchy fore-skin, wanna scratch it for me?" or well..... Let's say Doctors can be sued / have licenses revoked for less, so I'd be very careful before making accusations.

lol man, its time to get a new doctor, thats not professional at all.
It could be normal drying of the skin, maybe you've been "applying" soap directly to the area.. that would cause the itch..
I would recommend vitamin E oil (also known as tissue oil), that should sort out the itch in a day or 2, if its still there, it might be an infection and then I would recommend that new doctor :)

ur fore skin itches cause it gets inflammed for many reasons could be allergy could be infection, and is definately not clean, my advise to u go in for a circumsicion it is gud for ur health on general and forur sexual life too ..
