Trained Technicians repair vehicles.
Gomer pyle fixed cars sure jimbob can put a water pump in but the odds are, if it is a decent car or a newer car he's just gonna get confused and cause more damage.
Read that Chilton's so you understand how things work so you are more knowledgeable when you talk to the person repairing your car, most of us would rather explain something to someone that knows the basics.
As far as who has the right tools I've lent people the right tools just for a laugh, the right tools without the knowledge to use them are useless.

depends on what it is and whats wrong with it-I can repair some things- otherwise mechanics would be who u would want fixing it-certified mechanics!

a qualified mechanic should be the only one who can , but seeing the trade is not licenced any backyard hack can and if something go's wrong us qualified mechanics have to fix the **** up.
