No offense, but it's probably due to Germany's involvement in WWII, which provided the country with enough horrors for centuries. Ironically, before the war, the German cinema was partially famous for classic horror or crime flicks like "Nosferatu" & "M".

maybe their life is already scary enough or that they enjoy being made to feel happy rather than scared.
