Purple. It looks good on blondes.
DON'T use blue or green. They don't match your hair.
And DON'T use brown. That doesn't match your eyes.

I've heard that pale blue and purple looks good on blonds.
Try a dark purple right above the lashes. Then a lighter purple right above it. The put with all the way up to the eyebrows. I have a blond friend and that always works for her. Good luck!
P.S. You can do the same thing with blue

ok, well, try some white eyeliner to make your eyes really pop and seem bigger and brighter! or try some black eyeliner to make your eyes seem more dramatic and darker ( remember to apply black or white eyeliner above the bottom lashes andd NOT on your eyelid, so your eyes can look naturally gorgeous. Also try some clear mascara or some dark brown or black, or try a volumizing mascara. Also try some light shimmer powder (silver, gold, black or light, light pink) on the lower section of ur eye lid ( before ur eyes' crease line) to add some shimmery perfection to ur eyes and to complete ur look! hope i helped! GOOD LUCK!

I have light blue eyes and light skin as well. I use a neutral light brown with a shimmery base that enhances my eyes, but does not create a 12-year-old-experimenting-with-color look.

Use the cover girl shadow palettes. If you are ultra pale, go with the neutrals (no they're not only brown)
Berries & Cream is very pretty; or the ice princess quad

i have the same eye & hair color as you do! lol what works for me is i use brown liner under my eyes only, then i line my upper lids lightly with a brown eyeshadow, then i dust my eyelids in a shimmery bronze color. it works really well for me.
