I'm sorry to say that you cannot do that trick described above on Pokémon yellow. When nintendo made that game, the Missingo bug was removed, along with all of the other bugs assosciated with that particular area.

Items required:
A master ball (put it 6th bag slot)
A pokemon that knows surf
Able to go to seafoam islands
Keep to the west blocks on sea route to seafoam islands.
When youve reached the border of seafoam islands, dont land on it, surf up and down the border.
You will eventually run into a Missingo; run away from it.
Check the master ball, it will be glitched and say the number 9 after; that means youve now got 129 master balls.
