Rats have poor vision, and the shape of the eyes allows the rat to see as much as it can. For a better explanation see Ann's page:
http://www.ratbehavior.org/Eyes.htm
This is the best info on the net to explain a rat's vision and how they see.

Eye-boggling is the definition given to an extremely happy rat that is bruxing (teeth-grinding) so hard as to cause the eyes to bulge in and out very quickly. This is because there are muscles on either side of the jaw that attaches to the eye socket. The movement of the jaws also causes the movement of the eyes.

Now, if your rat's eyes are doing anything other then what I have explained, then there is a serious medical condition going on.

If they are bulging in and out very quickly while you are holding or petting them it means they are extremely happy, kind of like a cat purring. Heres a site with some close pictures of a normal rats eyes and some info on them. If your rats eyes are popping out all the time more so then the rats in this pic or if you just still dont feel comfortable with it then take him to a small animal vet for a checkup.

Good Luck
