We have just come back from 3 months in India backpacking. It all depends on whether you are talking about weather or sites. If budget is not tight hot weather can be eased by using air conditioned transport and accommodation. As a few people have already indicated in prev replies heading out to the hills north of Delhi- such as Simla or there abouts is cool and nice. Also the NE of India in Darjeeling of Sikkim. The south can get very hot in summer. However there are some wonderful spots all over India and if you don't mind the heat the areas like Goa and Kerela are lovely and have beaches. Rajastan also has some great places to see. The cities can be stifling and not being a city person I tended to avoid them but I did have some fun time in Deli and Kolcuta.

If you are from North India then I rate the places in order the way I would recommend : 1) Kashmir ( check for prevalent security issues before you leave for the destination) 2) Manali 3) Nainital and surrounding areas 4) Dharmshala/Dalhousie 5) Shimla 6) Mussorie 7) Stay at Home (if you have no power cuts and have a AC in the room)

Shimla, Kullu Manali, Darjeeling, Mahabaleshwar, Ooty and Kodaikanal are the places to visit during summer. Here the weather is cool.
And unlike one person said that "Northern India is the Coolest Part during summer", it is exactly contrary, since it is the hottest. I had stayed in Delhi, and I know how the summer is there: blazing hot (Temperatures of 45 degrees C or more). Rajasthan and Orissa are still worse.
