The people don't vote on every law that is passed. Colorado's constitution lets the legsilature pass laws regulating public health and does not require referendums.

When you have a representative government you elect people to make decisions for you. If CO has the initiative process you can get a grass roots organization to put an initiative on the ballot to be voted on but most laws are made through the legislature

Crap! I was going to go there this summer--to get away from the Arizona heat, and the "no smoking in public law," which takes effect May 1st. They did vote for that here, but I didn't.
