honestly, anywhere. delias will have them, yes, but the price will be inflated - you can get simple opaque tights at walmart or target. tights are a kind of thing that really don't need to be brand-name.

Walmart, Boscov, Delias, etc, ect. I hate those ankle-length ones. I prefer normal.
