I think your referring to what happens to a person when they live in complete isolation for there whole lives. I saw a show on a girl whose parents locked her in her bedroom from when she was about 2 years old. The only time she saw people was when her Grandmother would bring her in her meals, she wasn't even allowed out to use the bathroom, she used a bucket in the room. The Grandmother was instructed by the Grandfather not to speak to her, and if she did, she was beaten. The little girl was also abused regularly. After about 10 years of complete isolation, somebody got wind of it and she was rescued, all the neighbours had absolutely no idea she was even in the house, she couldn't speak, and had developed a retardation from lack of mental stimulation. A case worker worked very hard trying to rehabilitate her, and she was also a bit of a scientific experiment, because scientists had never been able to tell what would happen to the mind in this type of extreme situation. The girl made progress, however she ended up losing it one day and reverted back into her old behaviour. She died approximately 2-3 years later. I think she was 16-17 or something. The saddest part was, after this poor girl finally found somebody that really cared for her (caseworker) the Grandparents advocated extremely hard to disallow the caseworker from having any contact with the girl, citing exploitation. They won.

1. It's 'hear', not 'here'.
2. You don't become mute when you lose your hearing. Many of those who cannot hear were born that way. Therefore they never heard speech and were taught to use sign language instead of learning to speak. This doesn't mean they are 'dumb' or mute, it simply means they have not been taught to speak. The only people who are truly mute, are those with defects of the larynx or vocal cords.

First of all, it's "hear".
I've never been in a quiet room for longer than the time it takes to sleep. It could probably mess you up if you're locked up in isolation though.
