Hit C-A-D, select reboot. They will restart when you reboot.
Apparently no one read your question, in the task manager you can only kill processes or applications, not delete them.

Hopefully you still have your original OS disk.
Place the disc in the cd-rom drive and restart your computer.
You'll most likely have a restore or repair option.
Follow the prompts and everything should be fine.
You may loose your data though.
I'm sure you've heard this before: "Back Up Your Data".
It's a good thing your learning about your system always have a hard copy of your stuff before you experiment with the system.
I've been there and it's a bad feeling. Since then I've learned alot and still have most all of my stuff.

All you have done is temporarily ended essential system services that load @ startup. In task manager, click Shut Down-> Restart.
You have closed explorer.exe, which is why your Start Button is gone.

Restart your system using the restart button on the system casing.
Repeatedly press the F8 key on the keyboard till you see a screen listing a number of options to boot from.
Select " Last known good configuration" and press enter.

you can also restore your computer to previous restore point, before you delated the stuff so, from start go to accessories, system tools and system restore and then when you get there then select restore my computer to an earlier time, and then select the time or date before you made the deletion, so maybe day before you did that or hour before you did deletion that will restore your computer to back where it was before

get out your restore disks, reboot comp and halt computer from loading to windows go into bios and look for a function i believe labeled load from disk on start up place recovery disk in and hope for best
