cattle don't pull out the roots. This is because they only have incisors unlike horses, sheep, and goats who have incisors and molars and are able to chew hard roots. Cattle will only graze the top softest part that is easier for their few teeth to chew.
This is why people often have to reseed pasture accompanied by horses, sheep and goats. Some people even use sheep and goats to clear off land that is going to be turned into housing developments or stores. This is because burning brush and grass leaves chard piles and often grass will grow back faster and more lush.

horses and cows, unless you have them in too small of a pasture with little grass- then they will eat every little nub that sticks out of the ground. Goats will not eat only the top layer of grass- they will actually just eat the leaves off the weeds. We turn our goats out with the horses to eat down the weeds. In the winter, we give them alfalfa hay and they leave the alfalfa and eat all of the prickly plants and other weeds.
