It can't be Military because it's members are appointed by the Government. It can't be the Government because it's members are elected representatives of the people who also appoint some key officials, and a democratic government is "of the people, by the people and for the people". So "The People" are the real " Super Power".

Doesn't that put a total responsibility on each citizen to adopt, carry, uphold and protect "The American National Values- The values of the Super Power" - Life, Liberty, and Justice for ALL(including non-Americans), in their daily life as they interact with the local other-world( the non-Americans in US) and the world at large, because American leaders induce and propagate these values all over the world with a big bullhorn where ever they go.

This kind of behavior strengthens the basic premise "All Men are Created Equal", a solid basis for the woman's liberation movement in its early stages, strengthens "Super Power" and weakens "terrorism".

A super power is a nation which combines elements of military might, technological prowess, a strong economy, advanced civil and industrial infrastructure. The people are a large part of every superpower, they are the intellect and the physical embodiment of the state's ideology. If you look at history, super powers varied. Some nations achieved the status through might, others through science, and yet others through a combination of all of the above-mentioned.

One dictionary says
"superpower, noun.
1. power on an extraordinary or extensive scale.
2. a nation so great or strong as a power that its actions and policies greatly affect those of smaller, less powerful nations. The United States is a superpower.
Ex. It marked the beginning of new forms of competition between the superpowers (New Yorker).
3. a supernational political entity having authority in the international realm that transcends that of all or most world powers, existing as a concept in political science and reflected to a limited extent in the formal structure of such bodies as the League of Nations and the United Nations.
4. electric power on an extraordinary scale developed by linking together all available power sources in a given area, for providing more efficient and economical power production and distribution."

It usually refers to a country, but that's not a value judgement, just a definition.

Unfortunately the superpower refers to the country that can obliterate the earth, ie, those with strategic nuclear weapons,....the club is very exclusive.
