Although the Vikings were a powerful force to be up againest, they should never be considered the "most powerful". They first appeared in Europe in 793 and were finally driven from English soil by William I in 1042. Around 911 King Charles of France did cede land to them which we now know as Normandy. This was done because, well, he was French and thats what the French do. If you can't beat 'em let them take what they want.

"Viking" is technically an activity; it's something the NORSE people did. Therefore, asking how long the vikings were the most powerful force in Europe is a little like asking how long the pirates were the most powerful force in the Caribbean.
That said, the heydey of the viking activity on the Continent of Europe was the 9th and 10th centuries. This overlapped with, but not completely coincided with, the raids on England and the Isles, the establishment of the Norse Kingdoms (in the British Isles, Ireland, Iceland and Normandy), and the Eastward Movement in to the Baltic, Russia and Byzantium.

Vikings roamed the waterways in europe then once settled down in Normandy (France) they really were becoming known as Normans. they really started in about 1035 but became well know in 1066 for the battle of Hastings. plus the Normans of Sicily such as Robert Guiscard, Bohemund during the crusades
