Staples or Office Depot for hanging files and what looks like a milk crate as they fit perfectly.
This is a process and will change over time. Files for car repair, insurance, electricity, whatever. You get a bill rip all of the extra envelopes, ads or what not and throw them away. Staple all of the pages from the bill or statement together and file.
User manuals and such just chuck them into one file.
Here's the thing. You feel the need to be organized because you know it might be important. It is. Can't tell you how many times over the years when a bill was messed up but since I had the paperwork I was able to work it out.
For things you are not sure about put them in a review file. Eventually things will begin to bulge a bit but you can then sit down and decide what you really need or make new categories.

You need a filing system. Do you have a filing cabinet? If not, you can get a portable filing box that has a handle to carry it around at any office supply store. Put hanging file folders in it that are labeled with days of the week (or if you pay your bills twice per month, 1 and 2). File the bills in the appropriate folder as soon as you open them. Open junk mail over the trash can. Any credit offers should be shredded or otherwise rendered unreadable.
If it is too much for you to tackle all at once, set a timer (your microwave timer will do just fine) and work on it for 15 minutes or so per day.
Those file boxes with the carrying handle will fit just fine in a corner of your closet so they are out of the way.

If you dont want to file them, use a tray (you can buy in office supply stores). Look at it frequently (like weekly or monthly) and if it starts piling up, look at the paperwork one-by-one and start tossing. P.S. I noticed that you call these papers "junk". Maybe you should start throwing them away if you feel that these are junks.

Purchase a two drawer filing cabinet and some hanging files. Sort your necessary papers in the files and throw the unnecessary ones away. Then come show my wife how it works.
She won't listen to me.

I found out a good way to start is by going and visiting the fly lady....it's flylady.net There are alot of great tips and reminders they send in your email and it goes from top to bottom of your house keeping you on top of everything.....lots of support and you can go at your own pace/schedule (you do get alot of email from this group, I usually delete it as I do the tasks....most repeat every day and not long after you start doing this, you have them memorized and a routine down. But it works great on the paper problem!
