Definitely.
The rating on the fixture is for how much heat it can handle.
Namely, 60 watts of heat.

A 23w CFL buld, although it is making as many lumens as a 100w conventional bulb, is still only using 23watts and therefore only making 23 watts of heat.

sure can, fixture is rated up to 40 or 60 watts, and you are using a 23 watt bulb. You will be saving lots of money

It will overheat. Fixtures are rated for wattage because bulbs give off heat as a waste product. The higher the difference between the rating and the bulb and the higher the possibility of failure or fire.
