It can't be Military because it's members are appointed by the Government. It can't be the Government because it's members are elected representatives of the people who also appoint some key officials, and a democratic government is "of the people, by the people and for the people". So "The People" are the real " Super Power".

Doesn't that put a total responsibility on each citizen to adopt, carry, uphold and protect "The American National Values- The values of the Super Power" - Life, Liberty, and Justice for ALL(including non-Americans), in their daily life as they interact with the local other-world( the non-Americans in US) and the world at large, because American leaders induce and propagate these values all over the world with a big bullhorn where ever they go.

This kind of behavior strengthens the basic premise "All Men are Created Equal", a solid basis for the woman's liberation movement in its early stages, strengthens "Super Power" and weakens "terrorism".

Super Power is another word for control. So, it would refer to the Government. The people do not have super power. When Russia was considered a super power, they were not democratic or have elected officials. So with that, it cannot be the people.

It means having the ability to do pretty much as you please without anyone else being able to wanting to interfere.
