At the age of the situation that brings forth such an answer, because we all have different perspectives of age and maturity. So if you feel you can use it apropriatly, then use it!

I am not sure of the correct age of when to say it but I am not quite 40 and I have heard it come out of my mouth. I think the reason we use it is because our parents and grandparents used that saying (my parents said it a lot when I was growing up)

for my experience i would say, just after I graduated from Univ. 20s i guess. Couple bad mistakes i have done in my life have I not let my hurt emotions prevail over wise-thinking or decision-making. In this light, i think it is fair to say "when I was young" to simply point out the time when you made a mistake(not knowing the decision was going to have a negative impact), compulsively decided on it and learned from it, and at your present life you're looking at the outcome of it giving a chance to think of the could'ves & what ifs assuming you decided the other way.

It is appropriate to say at any age, as long as the listener is at least a few years younger than you.
And the older you get, the greater the distance should be.

Im 35 and I think I just started saying that phrase a couple of months ago. It's better to say "When I was young" instead of saying "A long time ago".
