The water heater should have a plate with manufacturer, model number serial number etc. On the same plate should be the pressure rating for the tank. Also there should be a tag on the pressure relief valve. This will tell you the pressure required to open the valve. If the proper valve has been installed on the tank then the valve will release before the tank fails. Common sense safety device. As long as your water pressure is below these numbers all is well.

Average pressures in households is 50-75 psi easily in load range. You do not have to worry about them blowing up like they used to, if they overheat there is a pressure release valve on the top (which should have a pipe leading down to the floor so no one gets scalded.
Modern hot water heaters are safe. If yours is so old as to not have these features you need to replace it just for energy efficiency sake. My old one had an R-10 with the blanket included and my new one is R-23 without a blanket - you can pay for the water heater with the fuel savings!
