I first heard of this a couple of months ago when someone asked a question about black-eyed people on this site.
I did a little googling and came up with some very unnerving stories. Tried to search around for some links for you:

I've never seen any. It seems also the Shadow People are a fairly recent phenomenon, too.

I definitely haven't and I don't think anyone else has either. The blacked-out-eyes thing is fairly recent as descriptions of apparitions go. Strangely, the 'reports' only started coming in after it was done as a special effect in the movies. Prior to the mid 90's, the only people who seemed to have that feature were Alice Cooper and Unlce Fester. Before the blackout look, it was all white eyes, or reptilian eyes, or glowing eyes. And just guess what all the 'actual reports' were like when that was the cool Hollywood movie effect! I have no problem believing in ghosts, but I also believe in Hollywood effects.

I honestly thought you meant "The black eyed peas" - lol. I had to read the question twice to be sure...
This is new to me. Never heard of the Phenonmenon. BUT this might interest you - over the years, people have told me that they can't see the pupil in my eyes. A few years ago, one of my class mates asked if I wore contact lens - I said no, confused WHY she'd ask me this. She explained I had BLACK eyes, I told her they're just dark brown... *shrugs* I never thought about it, always thought it was normal. Should I be worried?

I think this story has the typical characteristics of urban legends. It's a narrative scaring story, with paranormal elements, and its aim is to bring fear towards strangers. I think it can be a cool subject for fiction, but not a reality matter. I give you some links about urban legends. In the last you can find a lot of stories with the same structure.
(sorry for my english, I'm Italian:)

I'm going to have nightmares now ...
Actually I have 7 kids, all blue-eyed, except for one, and yes it does seem as if she "has no pupils" coz her eyes are so dark like her dad's, but upon closer inspection, there is a discernible pupil. I think. Or maybe I just really want to believe that .... hmmmm...
Not sleeping near HER tonight ...

That sounds like a couple of movies that came out recently, like The Ring.

Whoa---- spooky! Never heard of them before.
All the alien-polluted beings on X-Files have those black eyes too. Any connection?
