Can some place take out money from your taxes without you knowing they are going to- with no letter or warning before? My buddy owes me money and claimed this happened to him so he could only pay me some amount of money.

If he owes back taxes or child support they may take from his return. otherwise he still owes you and should pay as quickly as he can.

Yes, actually if you don't pay for taxes, or have an extension for bills/taxes for too long, they will go into you account and take out the necessary money they need.
