Google Earth. Very fun program and it has a free download as well as some to buy. I have the free one and it is awesome.

maybe it was a webcam? skype phone is free and you can talk like you're in the phone with them, and hook up a webcam and see them at the same time. otherwise i'm not sure. that sounds pretty expensive and high-tech. google earth will show you pictures of the earth, taken maybe once a year, but it is not live. you can't see your friend waving to you as you talk to them on the phone

Google Earth
Google Earth combines the power of Google Search with satellite imagery, maps, terrain and 3D buildings to put the world's geographic information at your fingertips.

Fly to your house. Just type in an address, press Search, and you’ll zoom right in.
Search for schools, parks, restaurants, and hotels. Get driving directions.
Tilt and rotate the view to see 3D terrain and buildings.
Save and share your searches and favorites
